Calculated amplitude-and - frequency characteristics of the scattered field are presented for a variety of material parameters of the layer and relations between the wavelength and geometric size of the structure. To provide a foundation to the analysis of the amplitude- and -frequency characteristics of scattering matrices, the relevant spectral problem has been solved. The obtained dependences of the complex natural frequencies on the external magnetic field permit identifying the principal factors that influence the diffraction characteristics. An approximate solution has been found in an analytic form and its accuracy has been determined. %8 1999-10-01
