The calculations of the polarization are compared with the results of magneto-ionic theory. The correlation between the limiting polarization of characteristic waves and the parameters of a quasi-isotropic layer is found. This allows one to solve the inverse problem for determining the electron density (D, E layers) and the polarization of the transmitting antenna.
