RÉSUMÉ

The paper presents some results that can serve as a basis for construction of a spectral theory of 2-D photonic crystals which are widely used today in optics and microwave electronics. The theory is of great importance for comprehensive analysis of resonance space-time and space-frequency transformations of electromagnetic waves in the periodic structures of the kind.
