In this paper, the mathematical models and calculating method of the dielectric recovery characteristic and moving characteristic of a circuit breaker are developed, based on the breakdown theory of critical electric strength. The sensitivity of the gap between open contacts to non-uniform coefficients of electric field is considered the dielectric recovery strength as calculated. The simulation results are in accordance with the experiment results. The influences of the characteristic of dielectric recovery on the circuit breaker in the opening and closing are analyzed. It is pointed out that "Intelligent Operation" of a circuit breaker can change the characteristic of dielectric recovery, and improve its opening and closing capacity consequently. The operating overvoltage appears when a circuit breaker, especially a high-voltage circuit breaker is opening or closing, which causes strong Electro Magnetic Interference (EMI) and might even damage power and electric equipments near the circuit breaker. In this paper the factors which create operating overvoltage are analyzed. The methods for reducing or avoiding operating overvoltage are put forward, which are realized by changing the moving characteristics of the circuit breaker, such as the initial phase confirmed in closing, the current phase selected and the diameter of the drain oil aperture of operating mechanism adjusted in opening, i.e. the intelligent operation used in the moving of circuit breaker.
