The estimation problems of parameters of algebraic equations with a matrix dependent on parameter and complex coefficients with unknown right-hand sides are considered. Under certain restrictions the optimal estimate theorems are proved, the equations are obtained by which minimax estimates and estimation errors are obtained.

We investigate an effect which has been revealed as a result of long-run location of EAS by a narrow laser beam. It becomes apparent while deflection of the image of the detected satellite from optical axis of the telescope at the moment of registration of a laser impulse reflected from the satellite. We call the size of a deviation angle the velocity aberration. Sizes of aberration corrections, as a projection of the speed on the image plane, are obtained.

A mathematical model of economic transformations is proposed, i.e. the sequence of transitions from an economic system with the certain macro-characteristics to an economic system with the higher macro-characteristics is given. This sequence of transitions consists of the transition connected with increase of the part of the gross domestic product of industries in the gross industries product, and the transition from one taxation system to another. The main principle forming the foundation of these transitions is the following: openness of the economics to external environment, which dictates a price level in the economic system. For realization of economic transformations a mathematical model of the economics with constant consumers interests for which the taxation theory has been constructed, is used. The developed theory is used for investigation of the Ukrainian economics.

An approach is proposed to decision making support in formation of complex target-oriented programs in the presence of threats and risks based on introduction of threat and risk models into the program's goal hierarchy and the goal estimation of its projects. The threat is modeled by a special project introduced into the goal hierarchy and affecting the implementation of other projects and goals. The risk model contains the risk factor to be the random process and the risk indicator to be a special goal whose the only subgoal is the risk factor.

The problem of selection of basis (activation) functions of neurons of an artificial neural network CMAC and related to that properties of information encoding are investigated. A general algorithm of network learning is described. Results of simulation are presented.
