The algorithm for solving a continuous problem of optimal partitioning the sets from n-dimensional Euclidean space into subsets with a neurolinguistic identification of functions included into target functional with undefined explicit analytical form is proposed. The software that implements the proposed approach based on neuron-fuzzy technologies using Shor's
r-algorithm is developed. The results of program implementation of the developed algorithm for model test problem are presented.

Consideration is given to optimization problems of finding the best in Lp -norm parameters of regular 3D-structures and methods for their solution. It is shown that when restoring the parameters of 3D-structures with defects the least moduli method is more stable than the least squares method. The results of computational experiments for software implementations of methods based on Shor's r-algorithm are presented.

For the problem of information hyperplane classification by means of matrix pseudoinversion there are offered the technologies for space optimization of feature vectors. The estimates of perturbation influence of feature space vectors components on conditions of classes separation and the separation strip width are obtained. The conducted research is based on results of the perturbation theory of pseudoinverse and projective matrices.

The paper studies a multivariate nonlinear regression-tensor model in the substantiation of necessary and sufficient conditions of the optimal multifactorial process of precision calibration of the parameters of the electromagnetic radiation source in the geostationary orbit (for example, satellite of system GLONASS). The paper proposes a robust-adaptive strategy of a posteriori formation of the target functional of the electromagnetic observability of weighted distribution signal in a fixed unit of fixed ground points on the basis of observations of this signal, executed with an error.

The analysis of modern methods of managing the capital structure of telecommunications operators is carried out. The main components of the process of managing the capital structure during the implementation of innovative projects of telecommunications operators are determined. A generalized method for determining the optimal structure of capital,
a method for determining the optimal relations between their own and borrowed capital of telecommunications operators are proposed. A regression model for the calculation of the cost of owner's equity and the weighted average of its cost has been developed.
