ABSTRACT

As mentioned in [2, 8, 9], broad penetration of the mass communication facilities, primarily, TV and computers, into all areas of human life and activity has been the most prominent tendency of the recent decades. Creation of global information channels, having considerable effect on the development of the human civilization, is a very material factor of the integration of the whole humankind in the social, political, and scientific areas, and especially in the area of education. This in no way can be left without consideration.
