ABSTRACT
We have developed the algebraic criteria of controllability and observability of dynamic systems with the interval specified parameters. Determination of the rank of the controllability (observability) interval matrix is carried out through computation of its singular numbers. The introduced criteria have been used for testing the solvability conditions for the Silvester interval equation which appears while solving the problem of robust location of the spectrum.
