The middle-level manager selection is often faced issues by organization, and probability hesitant interval neutrosophic sets (PHINSs),which elaborate the advantages of interval number and probability multi-valued neutrosophic sets (PMVNSs), is more effectively suitable for addressing the practical middle-level manager selection than fuzzy set(FSs). In this paper, the definition and operation laws of PHINS are firstly introduced, then the cross-entropy measure and generalized priority weighted average operator of PHINSs (GPHINSPWA) are defined and the detail proof of properties are given. Moreover, based on the proposed operation rules, GPHINSPWA operator, and cross-entropy measures, the approach for solving issues of multi-criteria group decision-making (MCGDM) is developed. Finally, the proposed approach is applied to the real middle-level managers’ selection, and the comparison results of between the proposed and previous approaches show that the proposed method is well practical and effective.
