The required radar parameters are determined using the results from the multiyear studies into wave propagation throughout different regions of the World Ocean. The existing radar systems have been analyzed in an effort to perform the over-the-horizon detection of above-water objects. At the same time utilization of these radars is shown to be problematic and may well pose a certain environmental threat. The application of a bistatic radar together with a buoyant active radio beacon installed beyond the radio horizon limits is suggested. An example of implementing the propose radar facilities is given, and the influence of an interference zone and rough sea conditions is examined. Conclusions are drawn regarding the utility of the suggested bistatic radars intended for enor on mentally friendly over-the-horizon detection of above-water objects and protection of territorial waters. %8 2006-07-14
