The operation of systems for atmospheric remote sensing is essentially based on the fact that the sounding waves (either radio or acoustic) are scattered by the turbulent medium over short times during which the inhomogeneous medium can be considered as steady-state. Mean parameters of the scattered signal and of the scattering volume, averaged over many realizations, have been given a sufficiently detailed consideration [1, 2]. Meanwhile, analysis of the equivalent structure for an individual realization of a random inhomogeneity may furnish additional data on the medium and dynamics of processes in the scattering volume.
