Algorithm of localization and recognition of number plates, based on methods of machine learning is suggested. For obtaining attribute vectors and symbol information from the number plate surface in the image the method of histograms of oriented gradients is used. For identification of number plates the method of support vector machine is used. Conditions of application of the suggested algorithm were ascertained on the basis of experimental investigations.
