This system allows obtaining some important information about all links of the chain Sun - interplanetary medium - Earth's ionosphere. In particular, new results are obtained for the solar sporadic radio emission, solar wind flow structure behind the Earth's orbit, and correlation between the ionospheric scintillation index and the electron flux density in the near-earth space.
