It is shown that the solution of complex problem of power supply optimization and creation of energy saving technologies is possible by intellectualization of fast-flowing technological processes of power consumption. The paper has proposed the conceptual approach and the set of principles for formation of intelligent computer networks focused on obtaining a new knowledge in the field of railway power engineering and capable to solve a set of problems that traditionally belong to a class of the creative. By applying available excess computing performance at any point or segment of the object topology the paper makes a scientific substantiation of formation of mathematical models and methods of increased intellectual complexity and dimension focused on identification of new special knowledge in the field of railway power engineering. There were proposed differential mathematical models for determining comprehensive information content of a primary information, conducting the spectral analysis of primary data, studying a computer architecture control level of traction substation, determining probabilities of states of computer network nodes, bandwidth, the number of failures of service calls and busy channels. The mathematical model of cybersecurity of the computer environment is developed, criteria of cybersecurity are formalized and the strategy of ensuring cybersecurity based on the minimax principle is developed.
