In contrast to previous investigations all domain occupied by flood is separated into the active and stagnant zones. This assumption allows us to make the mathematical model more close to the real conditions. We find equations of motion and continuity for the active zone of the river-bed flow under the presence of lateral inflow of melted water, water infiltration into soil of flood-lands and pluvial precipitation on the water collection and on the surface of the river-bed flow. Initial and boundary conditions are validated for studied intervals of the river-bed. The method for definition of the square of the river-bed flow cross-section, the width of the active zone on the flow surface and the general width of the river flood is suggested.
