RESUMO

The basic architecture, system structure and optimization algorithms have been described. The algorithm of switching the phases has been developed to minimize traffic delays. The algorithm is applicable to cyclic and non-cyclic plans of traffic light phases variations. The algorithm has been tested on a simplified network.
