On One Approach to Decision Making Support for Formation of Complex Target-Oriented Programs in the Presence of Threats and Risks Part 1. Models of Threats and Risks

An approach is proposed to decision making support in formation of complex target-oriented programs in the presence of threats and risks based on introduction of threat and risk models into the program's goal hierarchy and the goal estimation of its projects. The threat is modeled by a special project introduced into the goal hierarchy and affecting the implementation of other projects and goals. The risk model contains the risk factor to be the random process and the risk indicator to be a special goal whose the only subgoal is the risk factor.
