RESUMO

Beginning in 1995, the U.S. Department of Health & Human Services (DHHS) issued conflicts of interest (COI) regulations to all institutional recipients of Public Health Service grants, including grants from the National Institutes of Health. These regulations set requirements for the disclosure and management of researcher financial COIs (FCOIs). In 2010, the DHHS revised its FCOI regulations. This paper reviews the historical conditions leading up to the first FCOI regulations and its revisions, discusses the response of journals to author COIs, and examines how well the revised regulations respond to criticism that grantee institutions were not properly managing FCOIs.
