One of the basic components of sea-wave models is the underlying surface. The paper presents a technique for developing a digital model of the wind-produced waves as applied to modeling of radio wave propagation over the sea surface. Criteria have been developed for selecting the lower and upper boundaries of the sea wave spectrum, spectrum discretization with respect to frequency and angle, and step of discretization of the random surface to be produced.
