The dispersion relation has been derived to describe the wave-electron interaction. It has been shown that the generation is possible under the Cerenkov resonance conditions. In this case the electron speed and the phase velocity of the waves are oriented across the magnetic field. The growth rate of the wave shows maxima as a function of the relativistic factor and the magnetic field strength. This allows selecting an optimum operation mode of the generator. Under certain conditions the growth rate becomes strongly dependent on losses. In some cases the generation is possible only in the presence of losses for absorption in the walls and radiation from the resonator.
