EVALUATING EQUITY IN STATEWIDE SYSTEMIC INITIATIVES: ASKING THE RIGHT QUESTIONS
ABSTRAKT
Evaluation of systemic education reforms is a rapidly evolving area in practice and theory. Generation of evaluation questions congruent with current understandings of systemic education reform initiatives and their central concerns, such as equity, will enhance the practice and usefulness of evaluation of systemic initiatives in science and mathematics education. Good evaluation questions represent the interests of all stakeholding audiences and address all levels of the educational system. They prompt answers that provide evidence of fundamental changes and strong linkages throughout the educational system. Matrix thinking provides a tool for generating a sound set of evaluation questions to guide evaluations of systemic initiatives. Evaluation questions generated through matrix thinking are suited to the decision-making needs of systemic education reform and to innovative evaluation methodologies and analyses.
