Modeling the System of Intergovernmental Transfers in Ukraine

ABSTRACT

The analysis of the impact of the regions own resources and of intergovernmental transfers on the amounts and stability of funding three major social programs: education, health and social protection based on the study of linear and log-linear models of the dependence on the amounts of transfers on the region own resources is carried out, and also a number of hypotheses and proposals of optimization of the system of intergovernmental transfers are formulated. The redistributive properties of the system of intergovernmental transfers in Ukraine to diminish regional disparity in capita budgetary revenue in the 1999−2011 period are investigated.
